授業の目標・概要 / Objectives

官僚制を前提とする従来のPublic Administration論に対し、1980年代以降米欧等において取り組まれた政策改革を背景として民間企業の経営手法を活用するNew Public Management論が提唱されたが、最近では、社会での公私のネットワークや市民参加等の様々な要素を重視するPublic Governanceという考え方が米やEU各国で論じられている。他方、我が国行政は、政府与党の密接な連携の下に運営されてきたが、最近、政策の改革にとどまらず、政官の関係についても構造変化が生じているように思われる。
この授業では、Public Governanceに至る議論における主な論点を通して、我が国でも特に濃密な政府と与党（政調農林部会）の関係が構築されてきた農政を例に、最近の変化を見ることにより、我が国行政の特性と今後のあり方を考える。担当教員が携わった他の政策分野（厚生、外務、経済産業等）や米・EUとの比較という視点も念頭に置くよう心がける。参加者が、今後様々な立場や形で我が国等の行政に参画して行くのに向けて、考えを広げ、深めてもらうのが授業の目的である。

授業の方法 / Teaching Methods

我が国農政について取り上げる回は、農政上の代表的な問題について、事前に資料を用意する。それ以外の回は、Public Governanceに関する論文（英文の場合10ページ）を2つほど事前に指定する。留学生の参加者数にもよるが、各自1回は、農政上の問題について調べ、または、一つの論文について要約・感想等をまとめ、発表してもらう予定。全ての参加者が、それらの資料や論文を目を通してきたことを前提に、教室で意見交換し、理解を深める。我が国農政を例とする変化に、Public Governance等に関する考え方をどう適用できるかを考えるが、留学生の参加が得られる場合には、我が国と留学生の出身国の行政の特性についての比較も視野に入れたい。

成績評価方法 / Grading

授業への出席、意見交換への参加、及び、発表内容等による。

履修上の注意 / Notes on Taking the Course

[For International Students]
This course had been taught in Japanese and taken only by the Japanese students until last autumn. However, if international students with diverse background participate and share their own causes, that would widen and deepen our understanding of the subject, because it is important to consider public management in every country, if with varying degrees. I would encourage you to study the recent changes in the public policies and the political/administrative regime of Japan from a viewpoint of public governance. Some of the teaching materials like most documents from the Japanese Government are written in Japanese, but I hope we would overcome difficulty by making an effort to enhance your understanding.
