Using Evidence and Human Resource Development for Science, Technology and Innovation (STI) Processes

Outline

At the University of Tokyo, a new human resource development program for STI policy will be launched in April 2013. In this symposium, we would like to discuss the nature and the role of the kind of evidence necessary for the STI processes, as well as the skills needed for handling such evidence in policy process management especially by scientist.

On 8th, Professor Guston from Arizona State University will discuss the role of evidence, such as the use of real time technology assessment, in STI processes. Director Jan Staman of the Rathenau Institute in the Netherlands and Professor Decker from Karlsruhe Institute of Technology will discuss their own cases of evidence-based policy-making in the various fields of STI policy and necessary skills for handling the process.

In the morning of 9th, two researchers from the Rathenau Institute will present the role and necessary skills of scientist in the evidence based policy making process and Japanese scientists and experts are invited to comment on the role of scientific experts in the STI processes and the key issues in communicating with the society and decision-makers. This session will also discuss the practical training methods for producing such experts. Based on the discussion, in the closed afternoon session of 9th, next steps for materializing the capacity building program of scientists in the evidence based policy making process in Japan and Europe will be discussed.
