COURSE: Wednesday at Period 4, "Law and Public Policy"

Message from Dr. SATO.

Dear students,

Thanks a lot for your great patience to my lecture yesterday.

I am writing this message for two things: Memo and my fault in reading material.

The attachment is my simple memo. It is merely one of the models and I have to admit several memos from the students were better than I expected.

I think to use only one page for the memo is very strict and really difficult to write an organized memo but my aim is not to give you heavy task in writing. It is amazing for me that some students tried inventions in his or her writing structures and it looked nice.

I hope you can learn how to write effectively by writing short memos and reports during this semester.

Second is my reading material. I checked using Japanese articles and it shows my fault. The comments from students were correct. Prime Minister Abe is trying not to try to use Tax reduction but additional budgets to companies which give extra childcare leave.

Salaries during child care leave depend on each company (some pay but the other don't pay) but I want to explain to you about our governmental support briefly.

Art. 61-4 and 61-5 of Employment Insurance Act, Act No. 116 of 1974 govern childcare leave benefits. Under the law, the government gives some part of original salary until a child become 1 year or 1 year and 6 month old. Generally 50% of salary will be paid for people who takes childcare leave. If companies pay for more than 31 - 79% of the original salary, deductive adjustments based of payment over 30% from companies will be done by the govenment. No governmental benefits will be given if companies pay more than 80% of the original salary. See MHLW, Guidebook on childcare leave etc., July 2012, available at
http://www.mhlw.go.jp/topics/2009/07/dl/tp0701-1y.pdf

Lastly, but not least, many thanks again for your great patience and I hope information above will be beneficial for your further thinking. Also, I apologize to you about my fault and misunderstanding.

Sincerely,
Chiaki
