Growth trends are strong in most of sub-Saharan Africa and the overall outlook remains favorable. This positive picture is, however, overshadowed by the severe human and economic toll exacted by the Ebola outbreak in Guinea, Liberia and Sierra Leone. Although public debt remains low and stable at the regional level, homegrown fiscal vulnerabilities have emerged in a few countries. Lower growth in emerging markets and a faster-than-anticipated monetary tightening in advanced economies, could also have a negative impact on sub-Saharan Africa growth. Against this backdrop, sustaining high growth in the region remains the key policy objective and will require striking the right balance between scaling up public investment to fill infrastructure gaps and maintaining debt sustainability.Bios:
Ms. Antoinette Monsio Sayeh:
Director of the African Department of the International Monetary Fund since July 2008. As Minister of Finance in post-conflict Liberia, she led the country through key initiatives such as its first Poverty Reduction Strategy. Before then, she worked for the World Bank for seventeen years, including as Country Director for Benin, Niger, and Togo, Country Economist on Pakistan and Afghanistan. Graduated with a PhD in International Economic Relations from the Fletcher School at Tufts University.
Mr. Roger Nord:
Deputy Director of the IMF’s African Department, he oversees country operations in East Africa and francophone West Africa. He also leads the work on public finance issues in Africa. Previously, he was IMF mission chief for several African countries, including Tanzania, Uganda, Cameroon, etc. Among his recent publications, he was the lead author of Tanzania - The Story of an African Transition (2009), He is a graduate of the University of St. Gallen, Switzerland, and of the University of Chicago.
Ms. Celine Allard:
Head of the Regional Studies Division of the IMF’s African Department, she oversees the publication of the bi-annual Regional Economic Outlook for sub-Saharan Africa report. She was previously Deputy Division Chief in the European Department of the IMF, in charge of Euro Area and EU Policies and has worked on a number of countries, advanced, in transition and low-income. She holds a post-graduate degree from the Sorbonne University and graduate degrees from Paris Graduate School of Economics, Statistics and Finance and from Ecole Polytechnique.*******************************************

ほとんどのサブサハラ・アフリカ地域は強い成長傾向であり、全般的な経済見通しも好ましい状況が続いています。 このような前向きな状況にもかかわらず、ギニア、リベリア、シオラレオネで発生したエボラ熱によって引き起こされた深刻な人的、経済的被害が影を落としています。 公的債務は地域全体で低レベルで推移しているものの、いくつかの国では内在的な財政的脆弱性が表面化しつつあります。先進国における新興市場の伸び悩みや予想以上に早い金融引き締めは、サブサハラ・アフリカ地域の成長にも悪影響を及ぼす可能性があります。 このような状況下において、域内で高い経済成長を持続することが主要政策目標であり、インフラギャップを埋めるための公共投資の拡大と債務持続可能性の維持における適正なバランスをとることが求められています。略歴:
アントワネット・ モンショー・セイエ：
IMF・アフリカ局局長。紛争終結後のリベリア、エレン・ジョンソン政権で財務大臣として貧困削減政策を推進。 17年間の世界銀行在職中はパキスタン、アフガニスタン担当エコノミスト、ベニン、ニジェール、 トーゴ担当ディレクターを歴任している。 タフツ大学フレッチャー校で国際経済関係の博士号を取得。
ロジャー・ノード：
IMF・アフリカ局副局長。東アフリカ、フランス語圏西アフリカのカントリーオペレーションズを担当する傍ら、アフリカの公共財政問題にも取り組む。 これまでにタンザニア、ウガンダ、カメルーンなどアフリカ諸国のミッションチーフを歴任し、近著には「The Story of an African Transition」（2009）がある。 スイスのセントガレン大学、シカゴ大学を卒業。
セリーヌ・アラード：
