概要
Energy management has become one of the most pressing and complex global challenges today. Depending on how well we manage our energy systems, this could affect how we deal with issues such as climate change, decarbonization, international relationship, national security, ecosystems, and economic development.
This course is designed for students eager to address these challenges through the lens of policymaking and implementation, combining analysis, design, and practical skills. Emphasis is placed on integrating practical skills such as policy designing, consensus building, presentation, and formal reporting for the real world. For this purpose, the course uses the current energy situations including climate change and decarbonization as a vehicle for this purpose.
The main questions we will address in this course are:
1.How do energy/climate change/decarbonization policies develop? And how does the global push for decarbonization play into this based on the past policy evolution?
2.Who are the key stakeholders of energy/climate change policy? What are the relationships between them?
3.How is public policy made in the energy/climate change/decarbonization sphere and what general lessons can we draw from it?
4.What are the skills that policymakers are required to acquire?

The course is composed of four parts:
Part 1: Overview of Energy Systems/policy and Introductory Discussion (week 2 - 4)
Part 2: Students-led Presentations (week 5 & 6)
Part 3: Public Policy Skills: Debate/Roleplay (week 7 - 9)
Part 4: Final (week 10, 11 & 12)

Week 1 (Oct 7): Introduction/Orientation
Week 2 (Oct 14): Fundamentals of energy policy and theories including understanding modern day status quos
Week 3 (Oct 21): International policy frameworks with a focus on global affairs
Week 4 (Oct 28): Discussion of individual policy memo and case study
Week 5 (Nov 4): Group "Policy alternatives" presentations and discussions part 1
Week 6 (11 Nov): Group “Policy Alternatives” presentations and discussions part 2
Week 7-9 (18 Nov, 25 Nov and 2 Dec 2): Public Policy Skills Debate & Roleplays
Week 10-11 (Dec 9 and Dec 16): Individual Policy Proposal (Finals)
Week 12 (Jan 6): Feedback, reflections and reviews

授業方法
Interactive approach with lectures, discussions, analyses, debates, student presentations and roleplays. Collaborative learning environment between professor, TAs and students. Extra-curricular opportunities like site visits, workshops with international organizations and guest speakers would be added. In-person format.
成績評価方法
Part 1: 10%、Part 2: 20%、Part 3: 20%、Part 4 40%、Class participation and contribution: 10%
