Objectives/Overview

Taking cases of negotiations which the government of Japan (GOJ) conducted with a foreign counterpart or counterparts in areas of trade, economy and energy, participants would learn why GOJ decided starting the negotiation, how concerned officials defined issues, what goals they aimed and to what extent they could achieve them, what leverages were prepared to persuade the counterpart or counterparts, how to manage domestic stake-holders and media, and how the negotiation’s result should be evaluated and lessons to be learned. Through analyzing process pf actual negotiations and lessons thereof, participants would obtain not only basic knowledge and negotiation’s skill but what implications and hangovers the respective negotiations would have.

Schedule

Followings are candidates of negotiations to be studied; 1, International Nuclear Fuel Cycle Evaluation (INFCE) 2, Japan=the U.S. consultation on commercial reprocessing spent nuclear fuel at the Tokai Factory of Power Reactor and Nuclear Fuel Development Corporation (PNC). 3, Weapon-related Technology Transfer from Japan to the U.S. 4, Strategic Defense Initiative 5, Japan's Assistance of Finance and Equipment to the Multi-national Forces in the First Gulf War 6, Structural Impediment Initiative Consultation between Japan and the U.S. These topics may be exchanged with other ones.

Teaching Methods

Lectures would be conducted about background of each necgotiaion's case, followed with class discussion over aspects such as a goal of negotiation, identifying issues and stake-holders, leverage, and the achieved and their evaluation.

Grading

Class participation and contribution, and report on assigned aspects are equally weighed.
