Objectives/Overview

Develop the roles of the selected international energy related organizations to enhance affordable and sustainable supply. The examples of these organs are IEA, OPEC, IEF, IAEA, NEA-OECD, Energy Charter, UN-UNIDO, IRENA, UNFCCC, EU, ASEAN, APEC, WB, IMF, ADB, etc. Any other major energy players can be played. Students, individually or in a group, are asked to pick up one of the agency and to play a role of the Secretary General of the organization through the whole semester. Discuss the selected energy issues from different perspectives. Try to identify necessary conditions for global energy governance in the 21st Century.

1. Role of international bodies in energy policy. Pick up the organization. Examples are global oil related IEA, OPEC, IEF: nuclear related IAEA, NEA-OECD; renewable IRENA, coal GCCSI, investment and transit related Energy Charter: UN bodies UN-UNIDO, UNFCCC, WTO; regional EU, ASEAN, APEC,NAFTA, AU; financial bodies WB, IMF, ADB, G20, G8, etc.

3. Economic Growth and Energy Demand. UN’s Energy for All. Financial tools by WB, ADB etc.
4. Shale revolution. Gas market and Russia vs EU. Energy Charter as free-transit.
5. Coal market. Clean Coal possible? Australia and GCCSI. UNFCCC’s CDM.
6. Climate Change Implication. UNFCCC’s ambition.
7. Is Renewable energy the solution? IRENA. EU 20-20-20 target.
8. Is Nuclear still a part of solution? Nonproliferation and safety. IAEA, NEA-OECD
9. Energy Efficiency. G20 targets subsidy. Experiment of IPEEC at IEA. EU target.
10. Potential Energy Technologies. IRENA and IEA’s role sharing. EU framework programs. GCCSI.

Teaching Methods

With short lectures about the subject of the day, participants are asked to role-play heads of International Organizations. Invited lecturer may add some specific inputs for selected issues.

Grading

Class participation, attendance, Q&As, debates. Term report on the future role of the selected international organizations in the global energy governance is requested by the end of the term.
