Social Security Policy

Description
This course reviews social security policy, which aims to protect the right to
live in fundamental social rights under our Constitution. Main attention focuses
on issues in designing a system and the effects of social security programs on
economic activities and living standards. The goal of the course is to grasp
recent policy issues of each program (public health, health care, old-age benefit,
long-term care and social welfare) and to develop a problem solving skill. Topics
covered include:
1. General introdution
Welfare state and the role of social security; institutional issues and data
2. Income protection (social insurance)
old-age; sickness; employment injury; unemployment
3. Public assistence
4. Basic services
health care; long-term care; child care; social welfare
5. Intergenerational equity and policy design
