Description

The theme of this course is to practice law-making process throughout the winter term on the assumption that all attendees take Legislation Politics or Case Study (Legal Policy II) of the current year or have taken those of the previous year. The ends are set to draw up a draft of a law or ordinance.

In this course, firstly one or several subjects common to all attendees will be set by taking concrete political issues into consideration, and then practices of drafting a bill will proceed through discussions among attendees. Below is a specific procedure for practicing law-making process.

Introduction: Subject Setting
- arguments about attendees concerns and political issues
(1) Examination of the Subject
- collection of literatures and data relating to the subject
- examination of laws and regulations concerned
- discussion about a framework of a bill, and preparation of a note clarifying contentions, substance and outline of the bill
(2) Practices of Drafting a Bill
- preparation of a summary of politics achieved through the legislation
- adjustment or modification of details of the framework, and preparation of a second summary of politics
- preparation of a bill and a summary of the bill
(3) Other Practices
- preparation of a explanatory paper for proposing the bill, a comparative table highlighting the differences between the bill and the existing laws, and Q & As
