Description

1. Purpose of the course is to enable students to deepen their understanding of foreign policy issues.

Following issues will be taken up to consider :
Foreign policy in general, policy toward the Middle East (peace in the Middle East, oil, terrorism), policy toward Russia (northern territories and the conclusion of peace treaty), policy toward Korean peninsula(relation between Japan and the Republic of Korea, nuclear problem, normalization between Japan and DPRK), policy toward the USA (security related issues, economic issues), policy toward China (history, history issues, problem of Taiwan), the Constitution and foreign policy (Article 9 and its positive and negative impact on policy)

2. Students will be requested to write a policy recommendation paper or a situation analysis paper on the question decided through consultation from a policy maker’s perspective.

In the latter part of the course discussion sessions will be held on these papers. Students are expected to think about the distinction between desirability and feasibility of a policy, accountability of a policy before the parliament and the public, importance and difficulty of situation analysis, kinds of national interests and their distinction, the effects of a policy etc.
