In the course of the Inter-governmental Conference for European Constitutional Treaty, the reform of the Council vote system was one of the most important political issues. The question was the following: after the enlargement, will the Council of the EU be still able to act as efficiently as before?

Such a doubt about its capacity presupposed the inevitable difficulty of decision-making after the enlargement of the EU. But it was, to tell the truth, a speculative assumption that had never been proved scientifically.

So we will read carefully one of the first scientific analyses on the voting practices in the Council after 2004 enlargement.
