Description

Role of science and technology is an essential subject for public policy in the area of energy and environment. This course is intended to focus on important and current energy and environmental issues and to learn various aspects of public policy dealing with science and technology. This year's focus will be on "Technology Assessment (TA)," which is a policy analysis tool to assess potential societal impacts (both positive and negative) of emerging technologies. Such impacts can be broad, including environmental, health, safety risk, legal, ethical and cultural ones. First, students are required to read and summarize recent policy related reports/documents as well as theoretical papers. Second, we will invite key public policy experts to give talks on specific policy issues on energy/environment science and technologies. This year, we plan to invite experts on technology assessment from the US. Third, students are asked to form a team and to pick up specific emerging technology in the area of energy and environment and conduct technology assessment with their own. Such "case study" should include interviews by students with experts in the field. At the end, student teams will make presentations at the class. All students are required to submit case-study reports after the presentation.
