Joined the Ministry of Finance in 1973. Served in several positions, including in the Securities Bureau, the Tax Bureau, the International Finance Bureau, and the Institute of Fiscal and Monetary Policy; resigned in September 1996. Founded Japan Initiative, a not-for-profit, independent think tank, in April 1997, serving as its president since then. Has been a professor of policy management at Keio University from 1997 to 2008. Assumed the chairmanship of the Tokyo Foundation in April 2006.
