　公共政策の形成、実施、評価は、主として行政機関による組織的活動である。組織活動を効果的に実施するためには、多数の要素から構成されている組織活動の適切な「管理」が不可欠である。
この授業では、このような公共政策に関する管理を「公共管理」と捉え、まずその基本的な考え方について述べるとともに、計画−実施−評価というマネジメント・サイクル、公共管理における基本的資源（財政的資源、人的資源、情報、ルール）とその確保、効率的利用に関する基本的論点について検討する。次いで、わが国の行政組織および公務員制度に焦点を当てつつ、組織管理、人事管理について考察する。公共管理のもう一つの重要な要素である財務管理については、公共管理論�Uで論じられる。
授業は、参考文献を素材として、まず論点ごとに講義形式で概要を述べ、次いで課題について討論形式で理解を深める。公共管理論の基本的な理論枠組はかなり抽象的であり、それを理解するためには、具体的な事例の検討分析が必要である。仮想例を含め具体例を素材に講義と討議を交互に行う。受講に当たっては、受動的に聴講するだけではなく、カレントな社会に関心をもち、その中から素材を見出し、自ら分析を試みることが望ましい。

Simon, Thompson & Smithburg, Public Administration, Transaction Publishers, 2000を基本的参考文献として用いる。（受講希望者は、インターネット等で注文し、予め入手しておくことが望ましい。）

Public Management I

Formulation, implementation and evaluation of public policy are mainly systematic activities by administrative organization.In order to effectively conduct those systematic activities, it is inevitable to manage them appropriately.
In this class, I will first relate its basic theory and examine management cycle of planning, implementation and evaluation, basic resources in public management, such as financial resources, human resource, information and rules. Next, focusing on administrative organizations and civil service system in Japan, I will consider organization and personnel management.
Financial management, another important factor of public management, will be discussed in Public Management II.
In the class, I will first give a brief summary of each issue using reference materials, and then hold class discussion for further understanding. Announcement and materials of class will be published in myHP.
