Background and Focus:

Ocean governance in Japan is under a framework set up by UN Convention on the Law of the Sea, Basic Act on Ocean Policy and other laws and rules. Various efforts have been made by many entities for better and more effective governance. In the latest governmental Basic Plan on Ocean Policy, revised in April 2013, creation and promotion of ocean industries is found at head of the priority issues list. Progress in this issue is widely interested.

Among diverse ocean industries, this symposium focuses on cruise and marine tourism, and ocean energies and minerals. International and domestic current situation and propositions, roll-sharing and partnership among related entities, future development possibilities including policy aspect will be discussed.

シンポジウムの趣旨

我が国の海洋ガバナンスは、国連海洋法条約や海洋基本法と関連法令等により設定された大きな枠組みの中で、その実効性を高めるため様々な主体により多様な取組が進められているが、海洋産業の振興と創出は、平成25年4月に改定された政府の第2期の海洋基本計画において、重点的に推進すべき取組の筆頭に掲げられており、その進展が期待されている。

このシンポジウムでは、多様な海洋産業のうち、クルーズ・海洋観光、海洋エネルギー・海洋資源に注目して、国内又は海外の現況と課題、関係者の役割分担と連携等について把握した上で、今後の展開に向けて政策面も含めて議論する。
