Description
To begin with we reflect on administrative agencies from two different viewpoints. First and foremost we fix our eyes upon the agency which exercises public power over citizens and classify the surrounding agencies according to the function they fulfill in relation to the power-exercising agency. Then we deal with the conception of administrative agency which is presupposed in the legislation concerning the administrative organization, above all the National Government Organization Law.
After that we want to turn our eyes to the personnel of administrative agencies and grasp the point of the legal system of civil servants.
