Description
In the first place, we want to gain some basic knowledge about local autonomy. We will take up, for example, the history of local autonomy, the origin of legitimacy of local autonomy, and the core of the guarantee of local autonomy. After that we examine some important provisions of Local Autonomy Law one by one. We will pay special attention to the following three points: 1) classification of task of the local public bodies, 2) the relation between acts and local regulations, 3) the system of "inhabitants' suit" which was established after the model of taxpayer's suit of USA
