Description

Recently the Government has carried out several reform plans of large-scale. They are the Government Ministries and Agencies Reform, the Judicial System Reform, the Privatization of Post, the Security Law, etc. As this result, a number of laws have been legislated. These laws are planned on the basis of the Legislation Facts. The legislation policies are formed through the political processes of adjustment. In these courses, Legal Philosophies were fixed and the bills have been formed. After the approval of the Diet, new laws are born.

The theme of this course is to analyze these legislative processes. Especially we will focus on the processes of legislation and each legislative policy, as follows

(a) Legislation Theories in General
- Outlines of legislation, processes of legislation, how to plan bills, total course from introducing bills to enactment of laws, etc.

(b) Studies of Legislation Politics
- Introduction and discussion of legislation cases, how to settle the difference of political interests, how to create new idea of legislation, etc. If necessary some Government officers will participate in our discussion.

In this course, (a) Legislation Theories in General and (b) Studies of Legislation Politics will be taken alternatively. The former (a) is in the lecturing style and the latter (b) is in the discussion style. In the discussion of legislation policies, we will invite the policy makers of the Government as mush as possible.
