The lecturer, who is currently a professor at KeioUniversity as part of government/university exchange program, has experiences of over twenty years in diplomatic service. Until summer of 2004, she has been responsible in the Japanese Government for interpretation and application of international law as the Director of Legal Affairs Division (now called the Director of International Legal Affairs Division) at the Ministry of Foreign Affairs.

This course aims at enhancing students’ understanding of relations between actual diplomacy and international law through individual case studies. Roles and implications of international law in the planning and carrying-out stages of foreign policy, including diplomatic negotiations, participation in international conferences, drafting treaties and interpretation of diplomatic documents, will be examined.

Class participants are requested to consult with the lecturer to determine their own themes and then to conduct research and make written as well as oral presentations. Active class discussions following individual oral presentations are encouraged.
