Description

The theme of this course is to foster the skill of drafting bills and the ability of legal discussions. The students who take this course should have certain knowledge on the law. The lessons of "Seminar" and "Lecture" will be held on alternative weeks. As for the Seminar, I will pick up various kinds of legal drafting and subjects of legislative cases. Through discussing them, students will study how to analyze the legislative facts, how to solve their legal problems, how to extract legal philosophies, etc. The themes of case study are the protection of personal information in the residents' official records, equality of votes of the House of Councilors, Intellectual Property, the Structural Reform District, the Whistle-blower on public interest, the Road Traffic Law, etc. Finally, students are required to make complete drafting of a law, which is, for example, the Smoking Control Law.

As for the Lecture, I will invite Government officers with experience in making up such bills as often as possible, as very interesting from the legislative point of view. After the lecture, we will discuss the legislative issues on those bills. The themes of lectures are the Local Autonomy Law, the Security Law, the Copyright Law, the Economic Partnership Agreement, the Administration Reform Law, etc.
