Description

The theme of this course is to foster the skill of drafting bills and the ability of legal discussions. The students who take this course should have more than the average knowledge on the law. The lessons of "Seminar" and "Lecture" will be held on alternative weeks. As for the Seminar, I will pick up various kinds of legal drafting and subjects of legislative cases. Through discussing them, students will study how to analyze the legislative facts, how to solve their legal problems, how to extract legal philosophies, etc. The themes of case study are the fundamental law type, the promotion law type, the temptation Internet site, the regulation of picking measures, the loudspeaker noise restriction, the cost sharing on fish cultivation, a new telecommunication organization, the consumer class action, etc. Finally, students are required to make complete drafting of a law, which is, for example, the Left Bicycle Control Law.

As for the Lecture, I will invite Government officers with experience in making up such bills as often as possible, as very interesting from the legislative point of view. After the lecture, we will discuss the legislative issues on those bills. The themes of lectures are the Small and Medium-sized Enterprise legislation, the police legislations, the Intellectual Property Right legislation, the Privatization of Postal Services legislation, the Judicial Reform legislation, the Government Ministries and Agencies Reform legislation, the Civil Law and the Company Law, etc.
