SYNOPSIS:
In past years, the European Union has developed its approach to foreign information manipulation and interference (FIMI) as an emerging area of foreign policy. New instruments and tools were created, including a new “toolbox” to address instances of FIMI. The lecture will focus on the development of the toolbox and its practical uses, against the background of the rapidly changing security situation in Europe and in the Indo-Pacific.  

SPEAKER:
Mr. Lutz Güllner, Head of the European Economic and Trade Office in Taiwan 

SPEAKER’S BIO:
Lutz Güllner was appointed Head of the European Economic and Trade Office in Taiwan as of 1 September 2024. He is a senior career diplomat in the European External Action Service (EEAS). He specialises in economic and trade relations as well as security issues. Previous to his current position, he was Head of the Division for Strategic Communications and Information Analysis in the European External Action Service. He led a team of about 40 persons dealing with issues related to disinformation and foreign manipulative interference.
