UNU-IAS courses in the autumn semester AY2020 *UNU-IAS: United Nations University Institute for the Advanced Study of Sustainability Under the exchange agreement between GraSPP and UNU-IAS, full-time students in either Master’s Program or PhD Program at GraSPP are able to register courses without paying tuition. PROGRAMME OBJECTIVES

This international program is composed of five member universities of the Global Public Policy Network, GPPN, an international group of top public policy schools from around the world. Participating member universities include:

Columbia SIPA, New York Graduate School of Public Policy (GraSPP), University of Tokyo, Tokyo Hertie School of Governance, Berlin LKY School of Public Policy at the National University of Singapore, Singapore Sciences Po School of Public Affairs, Paris

The SDG Professional Certificate allows students to develop entrepreneurial skills and to work with public policy students from participating GPPN universities. It provides an opportunity for students to develop concrete projects rooted in their local environments, and to interact with academics, practitioners and policymakers specializing in the SDGs.

Students benefit from the experience of building and implementing their own interdisciplinary SDG projects while collaborating with multiple actors at different levels

 

PROGRAMME CURRICULUM

As a global joint program, the SDG Certificate includes:

Opening SDG Leadership Seminar hosted by the Sciences Po School of Public Affairs in Paris in January (online) A dedicated intensive semester long module during the A1-S1 semester  A monthly joint online seminar with all participating GPPN Schools and student teams  A final online presentation and Q&A with a jury of experts

Application Guideline

Syllabus 

This year’s theme for the SDG Certificate, selected on a rotating basis by the Scientific Advisors of participating schools, and spearheaded by Professor Laetitia Atlani-Duault as Director of the World Health Organization Collaborative Center for Research on Health and Humanitarian Policies and Practices, and the President of the Institut COVID19 Ad Memoriam, will focus on projects that address the issues arising from the most pressing global challenge of today, the COVID-19 pandemic. Successful applications will tie in the role of the SDGs in developing a project that responds to one of the diverse challenges brought to light by this international crisis.  As we have witnessed, the pandemic has not only revealed the difficulties facing our health and political systems, but it has also accentuated the many existing inequalities in our societies. These inequalities can be seen across a range of fields, including access to resources, basic rights, food security, housing, healthcare, technology, education and personal safety, among others.

In this context, the GPPN invites students to identify an important policy challenge in a field related to the SDGs and the global health crisis caused by COVID-19. Proposals can incorporate public, private or hybrid approaches as appropriate.

Students need to submit a proposal, letter of motivation (both maximum 1,000 words) and CV to GraSPP Office (intl_application@pp.u-tokyo.ac.jp) and cc: Prof. Orsi (orsi@pp.u-tokyo.ac.jp) by 17 September 2020. Shortlisted candidates will be contacted by 18 September for a final selection interview. The interviews of the short-listed candidates will be conducted on 24 September as needed. (TBC)

Teams must be committed to continue working together to develop their projects throughout the spring semester and are required to attend all elements of the SDG Certificate (Paris seminar, SDG spring course and online joint sessions).

SCIENTIFIC ADVISOR

Roberto Orsi is Project Associate Professor at the Graduate School of Public Policy, University of Tokyo. He holds a PhD in International Relations obtained from the London School of Economics in 2013. His research interests focus on international political theory, history of political concepts, East Asian and European international politics.

I had a beautiful journey through the CAMPUS ASIA Program. In Tokyo, Seoul and Beijing, I met fascinating people, saw amazing landscapes, and enjoyed delicious foods. This program is an irreplaceable experience to my graduate school experience. Tokyo: After enrolling into GraSPP, I decided to join this ambitious program. As a former public servant, it was very stimulating for me to learn new topics with excellent students from various countries. The excellence of CAMPUS ASIA fellows was astonishing, which made this program more appealing and worth challenging. The lectures I took at UTokyo covered a wide range of subjects and were insightful.,During my time at UTokyo I developed a better understanding of the issues related to Japan, East Asia and the world. Seoul (Exchange): Because the political turmoil between Japan and South Korea had been very intense and the figures of South Korea are negatively depicted on media coverage, I did not have a big expectation of Seoul. Contrary to my expectation, I had a positive experience, and I learned a lot about South Korea. Topics include the ambivalent feelings of South Koreans on Japan, domestic problems such as extremely low birth rate, high unemployment rate and high poverty rate among the elderly, and a monopolized economic structure. My stay in Seoul gave me a clear-cut picture on our“near but far neighbor.” Beijing (Double Degree): I was impressed by the diversity at Peking University. Fortunately, I had a lot of opportunities to get acquainted with international students from Europe, Africa, North America, South America and Asia. Additionally, during the lectures, we had opportunities to discuss relevant issues such as Sino-U.S. relation, political turmoil around the COVID-19 and other political topics with Chinese professors. Surely, these opportunities are very valuable to deepen the understanding of the international relation around China and the world. Prior to this program, I saw China, Korea, and Japan as separate countries. Now that I have completed the program, I am able to see the three countries from a large perspective of “East Asia.”　Although there are difficult issues that lack a clear solution in East Asia,  the CAMPUS Asia Program will certainly give students a down-to-earth understanding on our neighbors, which allows us to become more international.

私は行政とパブリックマネジメントを専門としています。国家の発展には、その基盤となるべき優れた行政が不可欠であるという信念を持ち、優れた行政の実現を考えるきっかけとなる研究創出に向け取り組んでいます。自身の活動を通じ、様々な国の行政の在り方を理解し、その上で自国の行政を客観視し、よりよい行政の在り方を追求する力を育むお手伝いができたらと考えています。このような力をAdministrative Intelligenceと言い換えることもできるでしょう。授業を通して視野を広げ、皆さんが将来自国の発展に取り組めることを願っています。

私は行政とパブリックマネジメントを専門とし、優れた行政の実現を考えるきっかけとなる研究を創出したいと考えています。特に比較行政学、公共経営学、公共ガバナンスを、また最近ではAIを使用した公共サービスにおける社会の信頼に関する実証研究を行っています。

 振り返れば、大学時代に国際開発を専攻し、そこで国々の発展の在り方に強い関心を持ちました。また、修士課程を経て世界銀行に所属した際、その発展には優れた行政が不可欠であるということを強く意識しました。支援対象国の公的資金がフロントラインにどのように流れていくかを追跡するプロジェクトに携わり、行政の機能が弱いために、資金が供給すべき対象に届いていない現実を垣間見たからです。いかに国家レベルで素晴らしい政策があっても、行政機関の能力が不十分ならば発展には繋がらないことを実感しました。それからは、国家の発展には、その基盤となるべき優れた行政が不可欠であるという信念を持っています。 私は自身の活動を通じ、様々な国の行政の在り方を理解し、その上で自国の行政を客観視し、よりよい行政の在り方を追求する力を育むお手伝いができたらと考えています。一般にEmotional IntelligenceやCultural Intelligenceといった考え方がありますが、このような力をAdministrative Intelligenceと言い換えることもできるでしょう。また、行政を理解しようとするには、まず、その国や人の考え方や感じ方を理解することが重要です。  授業では国際的な行政事例を紹介するとともに、様々なトピックを題材として、各国それぞれにとって最善の行政とは何か、実現するにはどうしたらよいか、様々な国籍の学生が多角的な視点から考える場にしています。しばしばトレードオフが発生する行政において、理想の解はひとつではありません。また、行政とは外部からではなく、当事者であるその国の人が考えるべき事柄です。国籍、職業など多種多様な学生が、将来自国の発展についてより広い視野で取り組めることを願っています。 GraSPPのカリキュラムは、現在の複雑化する公共政策の課題を考えるにあたり、効果的な構造になっています。経済、行政、政治学、国際関係学など異分野が融合しているのはもちろんのこと、文系科目だけでなく、政策にも深くかかわりつつある科学技術分野も織り込まれている点は革新的であると感じます。  実務の現場では、それぞれの国や組織のミッションに向けて、時には対立構造の中で物事を考える場面もあるでしょう。また、専門性を高めることで、いつしか考えの偏りが生じることもあるでしょう。しかしこのアカデミアでは、皆さんが中立的な視点を持ち、平和で建設的な心持ちで議論を交わし、高めあうことができます。この貴重な場所で一緒に成長できることを楽しみにしています。
