[caption id="attachment_26198" align="alignright" width="300"] GraSPP卒業式、MPP/IP同期と[/caption] GraSPP生として過ごした2年間は、あらゆる分野で挑戦する貴重な機会とかけがえのない繋がりに恵まれた期間だった。帰国子女として高校卒業後に日本に戻り、英語で学士号を取得する大学を卒業した私にとり、留学機会が多く、半数以上の卒業単位を英語で履修できるMPP/IPは、これまでの経験を最大限に活かすことができるプログラムだった。しかし、大学院進学を検討していた受験当時、同様のバックグラウンドをもった先輩の導きなしには、その中身について学生目線から詳しく学ぶことは難しかったように思う。私の学生生活の振り返りが、受験を考えている日本人学生や在校生にとって、少しでも参考になれば嬉しい。 将来的に政策に関わりたい、と志す学生には、様々な道が開かれているかと思う。学者として政策研究を専門とすることや、国家公務員として従事し、政策を作る側にキャリアを捧げることもできれば、民間系シンクタンクで世論に影響を及ぼすような提言を発信すること、最前線の現場で実際に政策を導入・実施することなども可能である。 [caption id="attachment_26201" align="alignleft" width="300"] 国際問題プレゼンテーション・コンテスト授賞式[/caption] 私は、インターナショナル・スクールで育った経験から、国と国との架け橋となる外交を支え、国益のみならず国際益を高める政策に携わりたいと考えていた。GraSPPでは、経済学などの必修科目で基礎的な知識を身につけながら、選択制のゼミで、国際政治学の専門家や、元行政官である次官や大使経験者といった豪華な教授陣から、最新の問題意識と必要な理論を学ぶことができた。加えて、文理横断的な博士課程のリーディングプログラム（GSDM）に所属し、異なる分野を専攻する大学院生とともにワシントンD.C.、プリンストン、ニューヨーク、北京を訪れ、国の垣根を越えた研究の面白さを体験した。その中で、初心である外交政策への関心と知識を深めながら、多くあるキャリアの選択肢について考えることができた。 [caption id="attachment_26193" align="alignright" width="300"] APEC VoFにて安倍首相、日本・韓国・フィリピン代表学生と＠ベトナム・ダナン[/caption] こうした学術的な知識の探究に加え、GraSPP生として学内外で課外活動に邁進する機会も豊富だった。2017年11月には、ベトナム・ダナンで行われたAPECの公式ユースプログラムに日本代表団の一員として参加した。APEC参加国・地域の学生が集い、各国の提言を発表後、議論を重ね、共同声明を発出するという過程の中で、マルチ外交の醍醐味と難しさを味わうことができた。学部時代から代表を務めていたNGOでは、約200名の学生参加者に向けてグローバルに活躍する女性リーダーを招き講演するサミットを行った。この経験が、日本政府が主催する国際女性会議WAW!のアドバイザーを務めることに繋がり、著名な国際機関の代表や学者の方々と女性活躍推進について意見交換と提言を行うことができた。 2018年夏からの半年間は、東大友の会とトビタテから奨学金をいただき、カルフォルニア大学バークレー校に留学した。留学中は、在外公館でのインターンシップやワシントンD.C.とニューヨークで行われたS＆R財団主催のリーダーシッププログラムに参加した。公共・民間セクターの専門家たちと出会う中で、直接的に政策を作る側としてキャリアを全うしたいという想いが固まり、2019年1月に留学から帰国後、国家公務員試験勉強に取り組み、夏の官庁訪問に挑んだ。 [caption id="attachment_26197" align="alignleft" width="300"] 清華大学シュワルツマン・カレッジ入学式@中国・北京[/caption] 秋入学の学生であった私には、春の就職まで半年間の猶予期間があった。その為、GraSPP卒業後は、清華大学シュワルツマン・カレッジに進学し、国際関係学の修士号を取得した。4期生となるべく留学中に出願した当時、創立以降在籍した日本人学生は2名のみであった。前例が少なくとも、挑戦することができたのは、MPP/IP生として2年間で出会った異なる分野の学生たちから得た学びが多く、夢のキャリアに挑む糧となったことから、シュワルツマン生としても、約40の国々から集まる将来のリーダーたちのレンズを通して見るあらゆる世界を知りたい、という新たな挑戦に対する強い想いがあったからこそだと思う。 現在、外務省員として、本省勤務をしている。始まったばかりのキャリアであるが、GraSPP在学中と卒業後に培った繋がりと挑戦心を大切にしながら、初心を忘れず、一歩一歩確実に進んでいきたい。

The University of Tokyo’s Graduate School of Public Policy (GraSPP) will be holding a live online session via Zoom for prospective applicants to the Master of Public Policy, International Program (MPP/IP). In this session, participants will receive an overview of GraSPP programs and hear from MPP/IP alumni and students who will share their own perspectives from their time at GraSPP. To attend the session, you will need to register in advance from here.

The two-year Master of Public Policy, International Program (MPP/IP) offers an extensive and diverse menu of courses taught in English. The program provides recent graduates and aspiring public policy professionals with an opportunity to learn cutting- edge multidisciplinary approaches to addressing public policy challenges. Our faculty consists of academics, who provide intellectual foundations, and policy practitioners, who share professional knowledge and experience with students. The diverse, international student body is close-knit and provides program alumni with a global network of policy professionals. Our cosmopolitan campus is located in central Tokyo with government and business districts within easy reach.

Call for Applications: Research Assistant Positions

Research Assistant System at The University of Tokyo aims to promote effective research activities, to create an enabling research environment and to develop young researchers’ capabilities by making doctoral students with superior academic abilities and performance engaged in various research and research-related activities. In pursuit of the same aim, Graduate School of Public Policy gives its doctoral students with superior academic abilities and performance an opportunity to be engaged in the GraSPP Research Seminar Program (GReSP) as Research Assistants (RAs). The GReSP provides a venue where GraSPP faculty members, visiting researchers and invited speakers share their cutting-edge research work on public policy and related topics with broader academic and policy communities. GraSPP invites doctoral students enrolled in GraSPP to apply for Research Assistant positions as follows.

Eligibility Full-time doctoral students enrolled in GraSPP doctoral program Term of appointment Six months (October 2020 - March 2021) Responsibilities

RAs are required to contribute to the successful implementation of the GReSP by all levels of work in collaboration with faculty members and staff in charge. Expected work includes but not limited to: -Preparation for the seminar -Announcement/Advertisement -Support the seminar operation on the day -Maintain and update of the GReSP mailing list -Making records of events -Other related work

Remuneration

40,000 yen / month   Paid in accordance with the rules and regulations set by GraSPP.   Please note that the amount of withholding tax will be deducted from each payment.

In 2013, there was a turning point in my life—from an official in a developing country, Cambodia, I became a student anew in a developed country whose people are considered self-disciplined and highly moral citizens. Living in Tokyo was not so easy for me in the early stages, as I needed to adapt to a new environment that had a markedly different lifestyle from the one I knew. However, I received tremendous support from my friends, my professors, staff of GraSPP, and IMF staff. In the first year, I did not achieve my desired results as I struggled in adapting to my new way of life, dealing with the difficulty of the courses, and catching up with some of my smart classmates who were among the most brilliant students of Japan—although I also gallivanted around a lot. The University of Tokyo is one of the most prestigious universities; thus, if you want to have good results, never underestimate your course program or your classmates. For the first-year students, not only do you need to study smart, but you also need to study hard. It would be wise not to stress out but to spare some time to cultivate beautiful friendships with those who would positively encourage you during hard times.

In my second year, I reaffirmed my commitment to achieving my desired results. Frankly speaking, it was partly inspired　by Japanese history, which I learned through my travels in Japan, and the stories of the Samurai—the brave soldiers who would never surrender. In this regard, I made a strict study timetable by reducing my idle time while having appropriate leisure time. However, in order to deal with the hard slog, I promised myself a lengthy tour of Japan after I completed all my required courses. Nothing is impossible as long as we are willing to make the effort. Eventually, I managed to finish my research and the second-year courses with better　results than what I expected.

Fortunately, after coming back to my beloved homeland, I was assigned to a task related to international cooperation among ASEAN+3 nations, which provided me some opportunities to attend meetings in Japan. Every time I visited Japan, I always found time to meet some of my friends who had helped me during the time I was there. Time may pass, but memories will last. I cannot forget all the kindness that I gratefully received during my time in Japan.
