Established in 1991, the European Bank for Reconstruction and Development (EBRD) aims to foster prosperity by promoting a well-functioning, sustainable private sector in Central and Eastern Europe. Over the years, the Bank has successfully expanded its operations across three continents. EBRD pursues its mission through a distinctive business model that combines investment, advisory services, and policy reform.
The seminar will outline EBRD’s key priorities, including investment in green energy, digital transformation, infrastructure, and inclusive growth. In doing so, it will illustrate how the Bank combines financial expertise with policy dialogue to deliver long-term impact for the regions it serves.

・Mr. Michael Strauss – General Counsel
Michael Strauss is General Counsel of the EBRD, bringing more than two decades of experience in international law, finance, and development. He previously represented the United States as Acting Executive Director on the Board of the Asian Development Bank, contributing to major institutional reforms on capital expansion, procurement, and governance. Earlier roles include senior positions at the U.S. Treasury, World Bank Group, International Monetary Fund, and Cleary Gottlieb Steen & Hamilton. A graduate of Stanford Law School and the Fletcher School, Michael is admitted to the New York Bar and fluent in French.
・Mr. Stephen Halstead – Principal, Talent Acquisition
Stephen Halstead is a senior talent acquisition professional with extensive experience in recruitment strategy and human capital advisory. He is currently a Principal at the EBRD, where he manages full-cycle recruitment across multiple business functions, including senior leadership appointments. Over a career spanning more than 25 years, Stephen has held leadership roles with international recruitment consultancies, partnering with global financial institutions, professional services firms, and multinational organisations. He has particular expertise in stakeholder engagement, process optimisation, and employer branding, and has successfully delivered complex recruitment programmes across diverse international markets.
