「人中心のまちづくり」と言われて久しい。しかし「人中心」と殊更主張する背景には「人中心」と謳わない限り“別のナニカ”がまちの中心になってしまう懸念があると推察できる。「人中心」を脅かしている“ナニカ”とは一体何だろうか。世界や日本はどのようにその“ナニカ”と対峙しているのだろうか。
脱炭素に向けた自然エネルギーの活用のために、今後、洋上風力発電の導入が増えることが見込まれるが、長期間にわたる大規模な事業であるため、合意形成のための制度設計が重要になる。本論文では、現状の合意形成過程の課題が指摘され、改善のための提言がなされている。
