UTokyo ISS Lecture: “News headlines and ethnic minorities in Japan: Reporting the `hate speech law` of 2016”
The Contemporary Japan Group at the University of Tokyo’s Institute of Social Science (ISS) will hold the lecture as follows. Pre-registration is not required. TITLE News headlines and ethnic minorities in Japan: Reporting the `hate speech law` of 2016 DATE AND PLACE Thursday, November 22, 2018 from 6:00-7:30 p.m. at Akamon Sōgō Kenkyūtō Room 549, Institute of Social Science, University of Tokyo, Hongo Campus, University of Tokyo ABSTRACT In this talk we present the results of the first stage of a long-term project: `News media and ethnic minorities in Japan: representation, discrimination, diversity`. The final aim is to provide a more precise, nuanced analysis of media discourse about ethnic minorities than existing qualitative (critical discourse analysis) and quantitative (statistical analysis) methods allow, and to develop a machine learning tool instrumental in that kind of analysis. We intend to reveal a variety of subjective attitudes towards minorities that media implicitly promote, such as indifference, reluctance, hostility, aggression, favour, and enthusiasm. We start with a selective analysis of the media debate surrounding the so-called `hate speech law` (Anti-Discrimination Act) enacted in Japan in 2016. We take a closer look at the types of facts relevant to both hate speech and the Act reported in Japan’s five leading national newspapers. The analysis is based on a sharp distinction between facts, reports and opinions. This distinction turns out to be challenging when applied to precise analysis of media texts. Nevertheless, we argue that it is a proper starting point for investigating how news media shape the gradation of attitudes towards minorities—an urgent topic for all contemporary societies, including Japan. Notes The MPP/IP Desk will contact the nominees upon announcement of admitted applicants. Decisions on scholarship awards will be made independently by ADB. Scholarship nominees, who will be chosen from applicants admitted to GraSPP, are required to complete the application procedures instructed by ADB scholarships, respectively. Notes The JJ/WBGSP application period for GraSPP, UTokyo, is Window #1. Applicants must confirm their eligibility for the JJ/WBGSP by thoroughly reviewing the World Bank Scholarship application guidelines. Upon the announcement of MPP/IP document screening results, a link to the JJ/WBGSP application form will be sent by the MPP/IP Desk to applicants who are from JJ/WBGSP-eligible countries and have at least three years of work experience after obtaining a bachelor’s degree. Do not submit the scholarship application until the final results announcement of MPP/IP Admission. Applicants who seek JJ/WBGSP must be admitted by GraSPP and must complete the online application, including two letters of reference from professional supervisors, a statement of purpose specifically for the scholarship, and an unconditional Letter of Admission, by the Window #1 deadline. Eligibility Requirements
Persons who fulfill at least one of the following requirements are eligible to apply to the MPP/IP program:
(1) Those who have graduated from a Japanese university or are expected to graduate by the enrollment date. (Note 1)
(2) Those who have completed, or are expected to complete by the enrollment date, sixteen years of school education abroad. (Note 2)
(3) Those who have been conferred a degree equivalent to that of a bachelor's degree or are expected to be conferred it on or before the enrolment date from a foreign university or other foreign institution (limited to those whose comprehensive status of education and research activities have been assessed by the government of the said foreign country or a related organization), having completed a program with a completion period of three years or more. (Note 2)
(4) Those designated by the Minister of Education, Culture, Sports, Science and Technology or those who have graduated or are expected to graduate by the enrollment from an educational institution designated by the Minister. (Note 3)
(5) Those who have been conferred a bachelor's degree or are expected to be conferred it on or before the enrolment date by the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE).
(6) Those who are 22 years or older on the enrollment date, whom this graduate school has recognized through an individual screening of entrance qualifications, as having abilities that are at least equivalent to those who have graduated from a Japanese university. (Note 1) (Note 4)
Note 1Japanese universities mentioned in Eligibilities (1) and (6) above are universities within the boundaries of Japan and as prescribed in Article 83 of the School Education Law.
Note 2Eligibilities (2) and (3) above include the case of having completed a correspondence program provided by a foreign school of said country while residing in Japan.
Note 3Those as mentioned in Eligibility (4) above refer to any who has graduated from the following schools or educational institutions.
The Japan branch of a foreign school as designated by the Minister of Education, Culture, Sports, Science and Technology. (b)Those who wish to apply based on Eligibility (6) above must submit all the documents specified by the MPP/IP Desk by December 3, 2024 as the eligibility for application is confirmed individually in advance by document screening. Please inquire the MPP/IP Desk in advance about the eligibility for application and the documents to be submitted.
(c) Those who are recognized as having abilities that are at least equivalent to those who have graduated from a Japanese university through a screening of entrance qualifications will be permitted to apply and take the entrance examination.
The results of this screening will be notified directly by email.

GraSPP Web Entry System is open now. Application period is from November 1 to 5pm December 6, 2024 (JST). *You can start application form from October 1, but submission is available only after November 1. E-shiharai site opens: October 15, 2024 – December 5, 2024 (JST)
EligibilityThose, who have completed or expect to complete their undergraduate education (a bachelor’s degree or the equivalent) by the enrollment date, are eligible to apply for MPP/IP. Those, who expect to complete their undergraduate education (bachelor’s degree or the equivalent) from the enrollment date through September 30, 2025, are required to contact the MPP/IP Desk in advance. Enrollment DateLate September, 2025 (April 1, 2025 is also available.)
April enrollment is only for Japanese nationals and for non-Japanese nationals living in Japan at the time of application and having a visa valid through March 31, 2025, that allows applicants to study in Japan. Non-Japanese nationals who do not have a valid visa at the time of application deadline are not eligible for April enrollment.
