Application Guidelines for MPP/IP AY2026

All the information necessary for applying is in the Application Guidelines. Read the Guidelines carefully and thoroughly. Failure to submit any required documents, or submitting them after the deadline, will be considered an “incomplete application” and will result in disqualification.

  • GraSPP Web Entry System opens: October 1, 2025 (JST)
  • Application period: November 1 to 5pm December 3, 2025 (JST)
  • E-shiharai site opens: October 15 to December 2, 2025 (JST)
  • Deadline for official transcript, official certificate of (anticipated) graduation, English proficiency test (IELTS/TOEFL) official score report, and GRE General Test Official Score Report: 5pm December 10, 2025 (JST)

Eligibility

Those who have completed or expect to complete their undergraduate education (a bachelor’s degree or the equivalent) before the enrollment date are eligible to apply for MPP/IP. More details, read Eligibility Requirements.

Policy Streams

MPP/IP offers two policy streams below for students to develop in-depth knowledge in their chosen fields.

Admission Categories

  • Fresh graduates and early career professionals

    For those who have less than two years of full-time work experience after obtaining a bachelar’s degree and aspire to pursue careers in public policy-related areas after completing the program

  • Professionals

    For those who have at least two years of full-time work experience after obtaining a bachelar’s degree and aspire to pursue careers in public policy-related areas after completing the program. Their work experience is an important criterion used in the admissions process in this category

English Proficiency Requirement

Bachelor’s degree holders from outside Australia, Canada, Ireland, New Zealand, the UK, or the U.S.A. must submit English proficiency test scores. Please take the test well in advance.

Enrollment Date

Late September, 2026 (April 1, 2026 is also available.)

April enrollment is only for Japanese nationals and for non-Japanese nationals living in Japan at the time of application and having a visa valid through March 31, 2026, that allows applicants to study in Japan. Non-Japanese nationals who do not have a valid visa at the time of application deadline are not eligible for April enrollment.

Application, Admission and Tuition Fees

(All fees are as of AY2025 and subject to change.)

Application Fee: JPY 10,000.
Admission Fee: JPY 282,000.

(The Admission Fee is non-refundable for any reason.)

Tuition Fee (annual): JPY 535,800.
