This calls for participation in a training program organized jointly by the Asian Development Bank Institute (ADBI) and the Leadership Academy for Development at the Freeman Spogli Institute for International Studies at Stanford University (Stanford LAD). The program has the following four components.
This is a call for participation for GraSPP students in an in-person training program organized jointly by the Asian Development Bank Institute (ADBI) and the Leadership Academy for Development at the Freeman Spogli Institute for International Studies at Stanford University (Stanford LAD). A team from Stanford University, including Professor Francis Fukuyama, will run the program.
Title: Training Program on Public Policy for Infrastructure

This training program addresses the challenges public sector leaders face as they foster economic growth through infrastructure development in politically charged environments. Offered by the partnership between the Asian Development Bank Institute and the Leadership Academy for Development (LAD) at Stanford University, it uses case studies on how public sector policies and procurement practices for infrastructure can help the private sector be a constructive force for economic growth and development. LAD provides participants with an analytical framework to build these leadership abilities and operate effectively under adverse conditions. The main themes are (1) providing public goods, (2) bypassing bureaucratic obstacles, (3) facilitating private investment, and (4) strengthening the state as an economic catalyst.
The program will use the case method to illustrate the key lessons. The cases in this course highlight the political challenges and analytical tasks encountered by government officials in different countries responsible for formulating policies and programs to encourage a larger, more constructive private sector role in the local economy. The case method is an active approach to learning. It cannot be stressed too strongly, therefore, that success with the case method used in this course hinges on your willingness and ability to prepare meticulously before each class and then participate actively in the class discussion.
You will be assigned a study group of about five members on the first morning of the course. In these groups, you will meet to discuss case assignments and prepare a 15-minute presentation that will be given before the entire class on the final day of the course. The presentation will outline a specific policy challenge regarding an aspect of infrastructure development and recommend a new government initiative to address this challenge, drawing on lessons learned during the course.
Students will also be awarded certificates for full attendance and participation in the program.
Interested students are requested to complete the application form by Monday, September 18. Applicants will be screened for nominations, and ADBI will make the final decision to accept the nominated students.
