Some Double Degree Programs require students to take economic courses as application prerequisites. However, “Politics and Public Policy” which is required core course for MPP/IP(PMIR)students and “Practice Session for Microeconomics for Public Policy” are offered in the same period (Tuesday, Period3 ) in this academic year. To solve this course conflict, GraSPP is now preparing to offer additional “Practice Session for Microeconomics for Public Policy”. It will be held Friday, Period 6 and started from October 19th. The makeup classes for September 28th, October 5th, and 12th will be held later. If you need to register this course, please email to Graduate School Office by October 16th. Koshy Mathai is head of the Regional Studies Division in the IMF’s Asia and Pacific Department. Before his current assignment, he led teams covering Mongolia, Korea, Maldives, and Fiji and also served as the IMF’s resident representative to Sri Lanka. Earlier in his career, he worked on a range of countries outside Asia, including the United States, Turkey, and Zambia. Mr. Mathai earned his Ph.D. from Stanford and his bachelor’s degree from Harvard, both in economics, and he has been at the IMF for 19 years.

This seminar is organized with the cooperation of Hitotsubashi University. Prof. Tomoyuki Shimoda, Professor, Asian Public Policy Program, School of International and Public Policy, Hitotsubashi University (on secondment from the Bank of Japan) moderates the seminar. We are organizing seminars series which current GraSPP faculty members, students and alumni would have chance to interact within each other. During the 3 days stay, students managed to interview the municipal government of Soja City (Okayama) and gained insights on how city’s disaster prevention policies were designed along with the increase of foreign population. Students will share how they felt through interacting with victims and what they have learnt from the Soja case. Presentations will be followed by a discussion session on how we can implement Japan’s cases and policies to the ASEAN and Central & South Asian countries. Environmental Advocacy in East Asia: A New Policy Network Model Mary Alice Haddad (Wesleyan University) October 18, 2018 from 6:00-7:30 p.m. at Akamon Sōgō Kenkyūtō Room 549, Institute of Social Science, University of Tokyo, Hongo Campus, University of Tokyo *ABSTRACT* East Asia is hostile to environmental advocacy. It is home to developmentalist, pro-business governments, not all of which are democratic. It has few professional advocacy organizations, and weak Green parties. And yet, Japan has been a leader in emission standards for decades, China has recently become the world’s largest producer of photovoltaic panels, and Korea and Taiwan have both embarked on major green initiatives that involve not just green business development but also new national parks, widespread energy conservation, and comprehensive recycling efforts. This presentation will lay out new evidence showing that activists across East Asia, indeed across the world, utilize a relatively small number of strategies (e.g., make a friend on the inside, make it work for business, make it work locally, contribute to education, art, and radical innovation) that are particularly successfully in achieving pro-environmental behavior change among governments, businesses, and citizens. The presentation will develop a new model of how networks influence policymaking to explain why these strategies are particularly effective.
