      • Qualifications for Enrollment in the MPP/IP Program


        • To be eligible for admission to an MPP program, applicants must hold or expect to earn a Bachelor’s degree or its equivalent.
        • Note: Those who expect to complete their undergraduate education (Bachelor’s degree or the equivalent) between September 23 and September 30, 2016 are required to contact the MPP/IP Admissions Office (see VIII. Address) in order to check eligibility to apply for the program before October 30, 2015.
        • Applicants who expect to earn the required degree(s) between the time of application and the end of September 2015 should submit with their application an official statement that certifies anticipated graduation.
        • Applicants must have completed at least 16 years of education including at the university level, or its equivalent. Applicants who have spent fewer than 16 years completing their elementary, middle school, high school and university education must explain in detail their academic history.
        • Those applying based on non-standard qualifications should contact the MPP/IP Admissions Office, Graduate School of Public Policy prior to applying.
      • TOEFL / IELTS / GRE


        • TOEFL

          We must have in our possession the original of the official TOEFL score certificate. A photocopy is not acceptable. The institution code for GraSPP is 8554. Use this code to request the ETS to send the certificate directly to us.

        • Score requirement
          Whilst GraSPP does not set a minimum score for admission, applicants are expected to possess high English language proficiency in order to be able to pursue their studies. A minimum TOEFL score of PBT 570 (CBT 230, iBT89) or IELTS 6.0 is expected, but scores of PBT 600 (CBT 250, iBT 100) or IELTS 7.0 are strongly recommended.
        • IELTS

          Applicants are expected to have a high English language proficiency to study at postgraduate level. Therefore, please take the IELTS Academic Module.
          Note that IELTS does not have an institution code like TOEFL does. Therefore, the score report will be sent to the address supplied by the applicant. Please write clearly the following address:

        • GRE

          Submission of GRE is optional but strongly recommended.

        • 10,000 yen (for the applicants residing outside Japan)
          30,000 yen (for the applicants residing in Japan)

        *Japanese government (MEXT) scholarship students are exempt from the application fee as well as the entrance fee and annual tuition.
