「地方自治」という道を選ぶ —現在、津南町町長の職に就かれていますが、地方政治に興味を持たれたきっかけは？ 早稲田大学の学部時代に、アメリカのオレゴン州に1年間交換留学に行った際、現地の政治家たちが活発に活動している様子を見たんです。それまで私は国際政治に関心があったんですが、その姿を見て「地方自治って奥深くて面白そうだな」と興味を持ちました。もともと、いずれ地元に帰りたいと思っていたこともあり、政治、その中でも地方自治の道に進むことに決めました。 私の地元は日本最大級の豪雪地帯の町なんですね。そのような町から東京に出てきて、かつ政治を志す「女性」というのは周囲に自分しかいませんでしたので、こういう自分のユニークな部分を活かした仕事ができないかと考えるようになっていきました。 政治の道に入るにあたって、私は政策に携わる議員になりたかったので、経験豊富な実務家教員の先生方が多く在籍されているGraSPPに進学しました。  在学中に町議会議員へ立候補 —GraSPPでの学校生活はいかがでしたか？ 大学院では素晴らしい出会いがたくさんありました。東大の内部進学者だけでなく、私のように違う大学から来た方もいましたし、同学年の皆さんのレベルの高さ、志の高さにとても刺激を受けました。「将来は省庁に勤めたい」「自治体の職員として働きたい」「商社・銀行に入りたい」など、仲間たちの前向きで意欲的なところに驚かされましたが、その環境に入ることで、自分も切磋琢磨できたと思います。 授業は非常に専門的で、多様な教科がありました。また先生方との出会いも大きかったです。特に増田寛也先生のお話は印象的でした。授業で、３期務められた岩手県知事時代のことや地方自治のトップとしてのやりがいなどを色々聞きながら、「地方自治ってやっぱり面白い。これからは東京だけでなく地方の時代が来るのではないか」と改めて認識したことを覚えています。 ――在学中の2011年に津南町の町議会委員に立候補されましたね。 長野県北部地震で被災した地元のために何か役に立ちたいと思って立候補し、なんとか当選することができました。当時、大学院の同期も町の皆さんも驚かれたと思いますし、大学院の事務局の皆さんにも大変ご迷惑をかけたかと思います。当選翌日にテレビ局から取材を受けたのは思い出深い体験です。 私はGraSPPには3年間お世話になりました。議員になってから半年ほど、週に1回大学院に通っていた時期があったのですが、その時は机上で学んでいることと、実際に自分が体感している地方自治の間で、色々考えさせられる貴重な経験ができました。   スキルアップと新しい出会いが行政運営の糧になる —最後に、将来行政に携わりたい方に向けたメッセージをお願いします。 多くの地方は人口減少や高齢化が進んでおり、その中で行政を運営していくのは簡単ではありません。日々の業務のほか、毎日のように困った話や難しい話があって、心が休まることはありません。しかし、そういう時こそ、今まで自分が学んできたことを自信にして、これから先の大きな流れを捉え、中長期的に町おこし・県おこしをしていくべきだと思います。大学院へ進学することは、行政の現場で活躍するために、社会の大きな流れを捉える力をつけ、また、現場に落とし込むための考える力をつける機会になるはずです。将来の子どもたちのために、より良い社会をつくっていきましょう。 GraSPPは教育や情報の質が高く、学ぶには素晴らしい環境だと思います。授業や実習を通じたスキルアップはもちろん、同期の仲間や先生方との新たな出会いからも、多様な視点を取り入れることができるのがGraSPPの最大の魅力だと思います。うちの職員もいつか派遣できるようになりたいですし、私ももう一度行きたいくらいです（笑）ぜひ大学院での学びを行政運営に活かしていってほしいと思います。 （2022/1/21　GraSPP広報担当による取材）
