Koshy Mathai is head of the Regional Studies Division in the IMF’s Asia and Pacific Department. Before his current assignment, he led teams covering Mongolia, Korea, Maldives, and Fiji and also served as the IMF’s resident representative to Sri Lanka. Earlier in his career, he worked on a range of countries outside Asia, including the United States, Turkey, and Zambia. Mr. Mathai earned his Ph.D. from Stanford and his bachelor’s degree from Harvard, both in economics, and he has been at the IMF for 19 years.

This seminar is organized with the cooperation of Hitotsubashi University. Prof. Tomoyuki Shimoda, Professor, Asian Public Policy Program, School of International and Public Policy, Hitotsubashi University (on secondment from the Bank of Japan) moderates the seminar. Registration is on a first-come and first-served basis. The seminar venue has limited capacity and registration will close when the capacity is met. -

We are organizing seminars series which current GraSPP faculty members, students and alumni would have chance to interact within each other. If you are interested in these seminars, please feel free to register from the Google form. “The China Effects on Innovation and Development: Mainland China, Asia, and Beyond” Date & Time: Thursday, October 18 | 16:00-18:00 Place: Seminar Room A, 12th floor, International Academic Research Building Speaker: Prof. Asei Ito, Institute of Social Science, The University of Tokyo GraSPPer Seminar “Japanese Society’s Response towards West Japan Flooding: Sharing Volunteer Experiences" Presentations will be done by students from GraSPP who have participated in volunteering activities at Okayama prefecture in mid-September. During the 3 days stay, students managed to interview the municipal government of Soja City (Okayama) and gained insights on how city’s disaster prevention policies were designed along with the increase of foreign population. Students will share how they felt through interacting with victims and what they have learnt from the Soja case. Presentations will be followed by a discussion session on how we can implement Japan’s cases and policies to the ASEAN and Central & South Asian countries. UTokyo ISS Lecture: “Environmental Advocacy in East Asia: A New Policy Network Model” The Contemporary Japan Group at the University of Tokyo’s Institute of Social Science (ISS) will hold the lecture as follows. Pre-registration is not required. Environmental Advocacy in East Asia: A New Policy Network Model Mary Alice Haddad (Wesleyan University) October 18, 2018 from 6:00-7:30 p.m. at Akamon Sōgō Kenkyūtō Room 549, Institute of Social Science, University of Tokyo, Hongo Campus, University of Tokyo *ABSTRACT* East Asia is hostile to environmental advocacy. It is home to developmentalist, pro-business governments, not all of which are democratic. It has few professional advocacy organizations, and weak Green parties. And yet, Japan has been a leader in emission standards for decades, China has recently become the world’s largest producer of photovoltaic panels, and Korea and Taiwan have both embarked on major green initiatives that involve not just green business development but also new national parks, widespread energy conservation, and comprehensive recycling efforts. This presentation will lay out new evidence showing that activists across East Asia, indeed across the world, utilize a relatively small number of strategies (e.g., make a friend on the inside, make it work for business, make it work locally, contribute to education, art, and radical innovation) that are particularly successfully in achieving pro-environmental behavior change among governments, businesses, and citizens. The presentation will develop a new model of how networks influence policymaking to explain why these strategies are particularly effective. -

NOTICE: Change on rules of GraSPP students’ space GraSPP will change rules of GraSPP students’ space on the 4th floor of Akamon General Research Building from Tuesday, 9th October, 2018 to make more comfortable environment for studying. Students Study Hall GraSPP students need to scan their ID card on card readers at entrances throughout the day. Reserving or occupying spaces with unattended personal belongings is NOT allowed. After using, please take all your belongings and keep a desk clean. Personal items left may be removed. GraSPP is not liable for any loss or damage of personal belongings in Students Study Hall. Discussion Room The room is common space for discussion and learning among multiple students. If you would like to do a self-study, please use the Students Study Hall. When you use a room, please be sure to write your name and student ID number on a booking board at entrance. One GraSPP student can use a room up to two hours a day in principle. If there are no reservations, a student can extend a scheduled time. GraSPP student can book a room in advance by writing down your name and student ID number on a booking board. -

Please note the following matter which is written in the syllabus. The capacity of this course is 55 students. If the enrollment limit was exceeded, the lottery will be held. The priority shall conform to the following order. 1. GraSPP students who take as required course. 2. Other GraSPP students 3. Other Graduate School students The lottery will be held among the students who registered the course via UTAS by Monday, October 8. Please note that the students who do not register as of Monday, October 8 cannot take this course. When you cannot register the course by Monday, October 8 as you are other graduate school student, please ask your graduate school office to register the course instead of you. The results of the lottery will be posted to GraSPP Student Bulletin board (https://www.pp.u-tokyo.ac.jp/en/student-bulletin-board/) on Wednesday, October 10. When the lottery is not held, it will be also announced on the site mentioned above. The registration of losing students on the UTAS will be withdrawn by GraSPP Office.
