2011年にGraSPPを卒業後、国際文化交流を実施する独立行政法人に職を得ました。国内で二部署を経験した後、夫の住むノルウェーで出産、3年半の育児休業を取得。職場復帰と同時に3歳の娘と1歳半の息子（当時）を連れてフィリピン・マニラ事務所に副所長として着任しました。 学部卒業後、国の文化政策に関わる仕事に就きたいと思いからGraSPPの門を叩きました。第二本部棟の自習室で机を並べた友人たちと同様、当初は公務員試験の勉強をしていたのですが、次第にジェネラリストよりもスペシャリストを目指したいという意思がはっきりし、最終的には日本で唯一の国際文化交流専門機関に志望を定めました。省庁や国際機関で働く同級生に比べれば、大分緩やかなキャリアを選択したと思います。高校でデンマークに、大学でノルウェーに留学したことから、家庭を何より大切にし、気負わずに毎日を充実させているスカンジナビアの人々に、どこかで影響を受けていたのかもしれません。 日々、文化芸術交流事業を企画・実施したり、日本について研究する学術機関を支援したりする中で、官民学のカウンターパートから多種多様な要望が寄せられます。そんな時はどの政策ツールを使ったら相互利益を担保しつつ、彼らの望む目標達成に寄り添うことができるのか、GraSPPで学んだ政策分析や交渉学の視点を思い出すようにしています。また、学術論文や研究機関からの助成申請書を読むのも仕事のうちですが、在学中に他学部の授業も履修し様々な分野の文献にあたった経験が役立っています。 オスロで子育てをしつつ大学に通っていた育児休業時代から一変、マニラでは10人弱のチームを束ねる中間管理職です。自身の担当するプロジェクトから人事、経理、総務まで、業務範囲は広く責任も増しましたが、復帰当初も不思議とブランクやストレスを感じませんでした。裁量の多い管理職は自身の業務フローをコントロールしやすく、母親業との親和性が高いように思います。 親になるのに最適な国と言われるノルウェーで出産し、アジアで最も男女平等な国と言われるフィリピンで仕事に復帰できたのは幸運としか言いようがありません。女性の社会進出が進んでいるノルウェーでさえ育児休業後に時短勤務をするのは男性より女性が多く、キャリアの停滞を招いていることが指摘されています。出産前と同様の業務に就きたいと願った結果が、夫をオスロに残してのマニラ赴任でした。スカンジナビアから東南アジアへ、環境の変化は大きかったですが、ベビーシッターを雇いやすく乳幼児連れでもフルタイムで働ける任地を提示してくれた上司の心意気がありがたく、また育児休業明けで海外赴任に出る女性職員はいままでいなかったため、組織内での「先例」を作りたいという思いもありました。 GraSPPでの２年間には学内外で多くの実務家と会って個人的に話す機会を得ることができ、そういった方々の姿からも自信の理想とするライフスタイルが明確になっていきました。誰と、どこで、何をするか。自分の望みがはっきりしているのであれば、それが実現できる環境を追求することをお勧めします。

Any second-year graduate students currently enrolled in GraSPP† interested in giving a presentation at a workshop on Friday, November 22, 2019 to be hosted by Central Institute for Economic Management (CIEM) under Vietnam’s Ministry of Planning and Investment (MPI) are encouraged to submit a short abstract (not more than 400 words) of the presentation. The presentation should cover the “current state and issues affecting technology transfer from Japan to Vietnam’s manufacturing sector” and “new directions, good practices and recommendations to promote technology transfer from Japan to Vietnam’s manufacturing sector”.

The abstract with a cover letter describing the motivation to participate in the workshop should be mailed to Prof. Toshiro Nishizawa (tnishizawa@pp.u-tokyo.ac.jp) by Friday, September 6.The subject line of the e-mail should be “CIEM2019”.

All the submitted abstracts with the cover letters will be evaluated and one or two applicants will be confirmed of participation as presenter at the workshop. Please note that CIEM does not cover the cost of student participation in the workshop.

Students confirmed as presenter should try to secure funding by themselves, for example, by submitting an official application for International Conferences Participation Grant under GraSPP Internationalization Promotion Program.

The past several years have seen slow and hard-earned progress in various initiatives for deepening economic integration in the Asia Pacific region. Such initiatives include the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), and Regional Comprehensive Economic Partnership (RCEP), not to mention the existing ASEAN-Japan Comprehensive Economic Partnership. These FTAs may have two major impacts, among others, namely: (i) to deepen the existing production linkages among member economies; and (ii) to expand/divert trade and industrial cooperation among member economies. Being members of various regional FTAs, Japan and Vietnam find common interest in developing joint production capacity to grasp the arising opportunities from those arrangements.

After years of deeper economic integration, Vietnam still encounters a couple of issues. First, the share of foreign-invested enterprises in exports has been increasing. Second, the share of manufacturing in GDP has not increased significantly, though this sector attracted the largest proportion of new FDI into Vietnam each year. To address these issues, among the required measures are more drastic efforts to create an enabling environment for technology transfer in Vietnam. While more appetite for technology transfer is understandable, emphasizing the approach towards “forced” technology transfer would increase the concern for investors. In this respect, Vietnam and Japan need frank and meaningful policy research and dialogues on barriers against and promotion of technology transfer in manufacturing sector. The workshop will be held on November 22 following the Vietnam-Japan Policy Research Forum – Engendering Japan-Vietnam Industrial Cooperation through Promoting Technology Transfer to be co-hosted by CIEM and GraSPP.
