The IMF’s advice on macroeconomic policies is anchored in the analysis of a country’s capacity to finance its policy objectives and service the ensuing debt without unduly large economic adjustments. To this end, the IMF has developed a framework for conducting public and external debt sustainability analyses (DSAs) as tool to better detect, prevent, and resolve potential crises.

Mr. Shogo Ishii, former Director of IMF’s Regional Office for Asia and the Pacific, is going to give an overview of DSAs with some specific country cases. This guest speaker seminar is held in conjunction with Sovereign Debt (Course No. 5123433 2020A1A2) to deepen student understanding about the nature of sovereign debt and an analytical framework developed by the IMF to assess debt sustainability.

About the guest speaker

Mr. Ishii, a Japanese national, joined the IMF in 1981 and held a variety of senior positions in the Asia and Pacific Department including mission chief to Malaysia, Singapore, and Vietnam and Senior Resident Representative in Thailand. He retired from the IMF after serving as Director of IMF’s Regional Office for Asia and the Pacific until 2013. Mr. Ishii holds a B.A. and an M.A. in Economics from Nanzan University and a Ph.D. in Economics from the University of Oregon.
