Ms. Yumiko Tamura, Representative, ADB Japanese Representative Office
As ADB’s Representative in Japan, she is responsible for outreach to various partners and stakeholders including government offices at the central and subnational levels, local private sector, media, academic and educational institutions, and multilateral and bilateral development agencies, helping raise ADB’s profile in Japan and explore opportunities for various collaborative activities. Prior to JRO, her career at ADB since 1998 has largely focused on the Mekong countries including 7 years in Viet Nam and 3.5 years in Myanmar where she led the preparation and implementation of the country partnership strategy (CPS), in-country regional cooperation and integration (RCI) activities, and other development assistance initiatives. As an advisor to the President, she was involved in ADB-wide strategic matters while in Director General’s offices for Southeast Asia and East Asia, she was responsible for overall operational and administrative resources management, institutional coordination, and knowledge creation and sharing. She holds a bachelor’s degree in international politics and a master’s degree in international economics specializing in development economics.

Mr. Hiroyuki Ikemoto, Principal Workforce Planning Specialist, ADB
Hiroyuki Ikemoto earned a Bachelor’s degree in Social Policy and Administration from the London School of Economics in 1997, followed by a Master’s degree in the Economics of Education from the Institute of Education, University of London. From 1999, he gained experience in Official Development Assistance at the Japan Bank for International Cooperation before joining the Asian Development Bank as a Young Professional in 2002. From 2003 to 2012, he provided loans and grants for education and urban development projects at the South Asia Department. He then engaged in business process reforms at the Strategy and Policy Division from 2012. Since 2018, he has been responsible for workforce planning in the Budget, People and Management Systems Department and has recently overseen modernization of employment terms and administrative regulations.
